The Mar 2030 program is a co-financed initiative by the European Maritime, Fisheries, and Aquaculture Fund (EMFAF) aimed at promoting sustainable fisheries, aquaculture, the blue economy, and ocean governance. It has been approved by the European Commission and has a budget of €539.9 million for the period of 2021-2027, with €392.6 million allocated from the EMFAF.

The program is an essential part of the Portugal 2030 Partnership Agreement, and it aligns with the common fisheries policy and the maritime policy of the European Union. It aims to address key priorities such as the restoration and conservation of aquatic resources, the promotion of sustainable aquaculture activities, the development of a sustainable blue economy, and the enhancement of international ocean governance.

To ensure successful implementation, the Mar 2030 program relies on the strategies and development plans of Local Action Groups. Stakeholders have been engaged through public presentations and sector-specific sessions to gather input and ensure the program’s effectiveness.

The allocation for Mar 2030 is distributed among the 4 Priorities of the European Union:

  • Fostering sustainable fisheries and the restoration and conservation of aquatic biological resources, with €257.9 M
  • Fostering sustainable aquaculture activities and the processing and marketing of fishery and aquaculture products, thus contributing to the food security of the Union with €200.7 million
  • Promoting a sustainable blue economy in coastal, island and inland regions and fostering the development of fishing and aquaculture communities with €48.2 million
  • Strengthening international ocean governance and promoting safe, secure, clean and sustainably managed oceans and seas with €7 million, plus an appropriation for the management, monitoring and evaluation of the program, called Technical Assistance with €25.9 million
