The Portuguese government is set to launch two new programs to support startups and incubators in October, as part of the country’s Recovery and Resilience Plan (PRR).
The Startup Vouchers program will provide financial support of €30,000 to startups that are developing new green and digital products. The program is open to startups that are less than 10 years old and that have a strong focus on innovation.
The Incubator Vouchers program will provide financial support of €30,000 to incubators and accelerators that are developing new services to support startups. The program is open to incubators and accelerators that are located in Portugal and that have a proven track record of supporting startups.
Both programs are expected to be highly competitive, so startups and incubators that are interested in applying should start preparing their applications now.
Startup Vouchers
The Startup Vouchers program is designed to support startups that are developing new green and digital products. The program will provide financial support of €30,000 to startups that meet the following eligibility criteria:
- The startup must be a small or medium-sized enterprise (SME) that has been created in the last 10 years.
- The startup must be developing a new product or service that is green or digital in nature.

The Incubator Vouchers program is designed to support incubators and accelerators that are developing new services to support startups. The program will provide financial support of €30,000 to incubators and accelerators that meet the following eligibility criteria:
- The incubator or accelerator must be located in Portugal.
- The incubator or accelerator must have a proven track record of supporting startups.
- The incubator or accelerator must be developing new services to support startups.
To apply for the Incubator Vouchers program, incubators and accelerators must submit a proposal that includes the following information:
- A description of the incubator or accelerator’s services
- A description of the new services that are being developed
- An estimate of the costs of developing the new services
